I read the referenced article. It was long on criticism (and some accolades) but short on details.

Doing more of the same without a deliberate, serious, substantial review, means we will spend money inappropriately.

The article seems to indicate that this is a real change in strategy. Not doing more of the same.

I see a diminishing role for conventional forces in the coming years. I don't see how they can stay relevant going forward. So if they are not merged into special operations, they will probably be phased out or radically restructured and re-purposed.

Because I like to be contrary. And, I believe that eventually all special operations will be consolidated and that would be the logical first step as a test case.

Russia and China are threats. So are North Korea and Iran. But that is not policy. What do we want to accomplish?

Strategy matches military capabilities against national policy. Operations, or operational art, helps tie together strategy, the means for winning wars, with tactics, the means for winning battles.

So what do we want the marines to do operationally and tactically? What do we want everyone else to do? What roles to other armed forces/capabilities have in warfare?
