Lots of factors to consider in crashes like this such as age and experience of pilot, training, maintenance, weather conditions and company culture, just to name a few.

The article noted this tour company had experienced FAA scrutiny before for accidents. Nowadays with a pilot shortage, experience could be a factor but most helicopter pilots, due to the high costs of flying them, are usually ex-military so experience wouldn't be as much a factor as with the fixed-wing tours.
