Matveev's widow, Yelena Matveeva, wants answers from the Kremlin about why her husband is dead. By some accounts, scores of Russian contractors were killed.

Last week, mainstream media reported that dozens of Russians died fighting U.S.-backed Syrian forces. Let that sink in. Reporters attributed the casualties to a U.S. airstrike, raising the possibility of a direct and deadly Russian-American clash. At a minimum, it tells us that the creeping internationalization of the Syrian civil war has reached a new and dangerous level.But both Moscow and American officials were quick to clarify that those killed in the Feb. 7 incident were private Russian mercenaries and there was no risk of “direct conflict between United States and Russian forces.”

This episode reminds us that the fog of war is hazardous. And it illustrates one way that adversaries, tacitly or explicitly, can cooperate to minimize the danger of escalation.

Leaders can use incidents like the Syria deaths, or even more minor provocations, as an excuse to escalate war. But studies of crisisprevention, escalation management and my own research on secrecy suggest that adversaries have several ways of walking themselves back from the precipice.

Which makes it so much more interesting that Russia blew off the largest killing of Russian citizens by the US since the Cold War. Russian command in Syria claim that they did not know what the Wanger Group was doing.

The intelligence reports provide additional information about an incident that remains only murkily described by all concerned, with the Pentagon providing few details and the Russians offering changing accounts.


U.S. intelligence agencies declined to comment on the reports.


What is clear, however, is that the attack marked the biggest direct challenge to the U.S. military presence in eastern Syria since U.S. Special Operations forces began deploying there in 2015 in support of their Syrian allies in the fight against the Islamic State. The episode also raises questions about ongoing U.S. cooperation in Syria with Russia, Assad’s primary backer in a civil war that increasingly has overlapped with the United States’ campaign against the Islamic State.


A senior administration official, speaking on the condition of anonymity about the sensitive issue, described the episode as “worrisome.” The official added that “it’s striking how the Russians themselves have been quick to distance themselves” from what he described as an operation “under Syrian command and in response to Syrian directive.”

Scores of Russian mercenaries were reportedly killed when US forces carried out air strikes against a pro-regime force in eastern Syria last week, according to US and Russian reports.


If the high estimates of Russian casualties are confirmed, it would be the most lethal clash between US and Russian citizens since the end of the cold war, and it comes at a time when proxy forces in Syria are increasingly coming into contact, as they compete for territory vacated by retreating Islamic State militants.



Bloomberg News quoted Russian sources as saying as many as 200 Russian nationals could have been killed in a clash last Wednesday and Thursday around the oil fields of Deir Ezzor region between forces loyal to Bashar al-Assad and a Kurdish-led opposition force supported by US advisers.


The New York Times said that Russian and Syrian officials had estimated that dozens of Russians had been killed.
US Central Command said on Tuesday that US forces came under fire from a tank, and that they responded with three hours of intense strikes from drones and B-52 bombers against the attackers, which it described as a unit of 300 to 500 fighters.


Air force Lt Gen Jeffrey Harrigan said US advisers had been in an operating base alongside units of the mostly-Kurdish Syrian Democratic Forces (SDF) in the course of anti-Isis operations, when they came under tank fire.
