This bill is like the father telling his son youre not old enough to go out dark but hes old enough to go to the store after dark to get his father something.

Either you are a full adult at 18 by law or you are not. If you are not then the min age to go into combat is 21 and voting age goes back to 21. You cant pick and choose what issue you want it to be 18 or 21
