Not surprising we always have revelations of how colleges break the law and get away with it for years.
Jerry Sandusky is just one of MANY. There is no oversight they do whatever they want, except educate

Football and BB need true minor leagues like Base Ball and Hockey . That would fix alot of this.

It has relationship in the sense that everyone knew what was going on at that college to the top and allowed it.

MLB still has rookies come up in their late 20's and players who concentrated on the sport without attending college at all. Yet their is still a college to pro route used by such greats as Fred Lynn. College should not be the sole route.

My first thought when I read that was, "How old is this thread?!" (That, or "Who conducted the séance?") Not being a hoops fan, I didn't realize that there was a new LBJ in town.
Bottom line - it's money, of course. The NCAA rakes in almost a billion dollars a year. None of the 40 top-paying NCAA schools pays their basketball coach less than a million dollars a year. Any human endeavor or activity with that much green involved in it is going to inevitably generate corruption and rule-breaking.
If the powers that be are truly serious about stopping it, they'll incentivize officials by telling a school that gets caught cheating, "You don't have a basketball team for the next (fill in the number) years".
Establishing minor leagues is a good (and probably more realistic) idea, too. I love minor league Baseball, and have been to games from Hawaii to Virginia.
