    I say yes. This article talks about self contained domes connected via tunnels. We can also consider the lava tubes.

    Is there a compelling case to do this? Cost vs. reward?
    It might be technically possible someday, but not sure it’s worthwhile.

    Humans are the most adaptable creature on this planet. No reason they couldn't adapt to other planets as well. If we can logically think we can live under the sea there is no reason to believe we couldn't live in a Martian environment.

    But what about the indigenous Martians living there now? We will need a world government to protect them.
