How about this?
When a claim/allegation is made i would say the woman is rarely just fabricating the story from nothing. So we can't just label her a liar.
But then is when things can get dicey. Sometimes the story gets embellished. Or maybe there dramatic differences in perception between how the man and the woman view what occurred. Or possibly alcohol or drugs distorted memories and "tomorrow's recollections" get tainted.
Every woman's claim deserves to be heard. But after that we need evidence and reasonable objectivity in reviewing the details.

I voted for probably telling the truth. Although sex harassment being a "victim defined crime" might be a different matter. But PROBABLY is a key word and we still require proof beyond a reasonable doubt in our society. I NEVER consider a rape victim to be "at fault" but I do think some rapes could be avoided by making safe choices and utilizing the buddy system .Education. In much the same way you take precautions not to be robbed.
I do not personally pretend to understand forcible rape. I do not see the motivation. I do not understand the willingness to devastate another human being like that or risk the consequences of long prison terms all to terrorize someone. I am deeply saddened that this crime is as common as it is.

When someone tells me that they've experienced abuse or assault I try to give the benefit of the doubt and just treat that person kindly. My role isn't to investigate. My role is not to argue for either side. Someone telling me that is telling me because they want to talk about it or just tell someone. Being sympathetic and compassionate would be the right move on a personal level. Offering to bury/hide the body obligatory for close friends and family.
Otherwise, the stats on the amount of women that lie isn't enough to support that she is "probably lying" but those women do exist, and the situation is not always cut and dried, so "is probably telling the truth" wouldn't be accurate or perhaps fair, either. When allegations come up in the news you can't declare someone guilty who has not even been charged, nonetheless convicted in a court of law. You have to find a balance of respecting that most people don't make false allegations but also respect that there are laws and constitutional rights. It's complicated, basically.

I would say they are probably telling the truth, but there are also a lot of scumbags who will make false allegations due to regret or anger over unrelated issues.
