    U.S. gathers data on migrants deep in Mexico

    Mexico is granting the US access to its immigration jails to collect bio-metric data.

    The United States government is expanding a program to capture the biometric data of tens of thousands of Central Americans and other migrants arrested in Mexico, gaining unprecedented access to Mexican immigration jails to identify criminals, gang members and potential terrorists long before they reach the U.S. border.

    Operating in detention facilities in southern Mexico and here in the capital, Department of Homeland Security officials have installed scores of screening terminals to collect migrants’ fingerprints, ocular scans and other identifying features, including tattoos and scars.

    How so?

    First off, if they are asylum seekers, under international law the first nation they come to is the only place they can ask for asylum. So far as refugees go, we have no obligation to let them in.

    International law exists; but it is not like domestic law. It is more an agreement among nations on proper conduct between states.

    In the case of asylum nations have agreed that for a person to ask for asylum they have to travel directly from their country to the nation they seek asylum. If the US wished, it could ignore that, and grant asylum to these migrants from Central America.
