Africa's infrastructure is extremely under-developed. Because of its difficult geography. This is probably a bigger reason for its current state than European colonization.

And maybe" teach a man to fish". But those things would be real support not veiled control.

Building infrastructure is not necessarily veiled control. Africa does not have interstate roads connecting the continent like we do. Transportation costs are extremely high because of it.

We don't have to do what we did in South America- allow our corporations to offer to build infrastructure at terms those nations could never pay off.
