Can "Art Modell Law" Save Columbus Soccer?

Ohio Revised Code Section 9.67 – better known as the "Art Modell law" – says owners whose teams use tax-supported facilities and accept financial assistance from the state are prohibited from moving to another city unless they give at least six months' notice and give individuals who live in the area an opportunity to purchase the team. The Columbus soccer team "Crew" is planning on moving to Austin, TX. The city and state want to stop it by triggering that law.

Should this be permitted?

I think there are plenty of soccer fans in the US. I am not one of them.

Like every major team sport in America with the exception of Baseball, soccer appears to the casual observer to be a series of Chinese Fire Drills - excuse me...Asian Conflagration Prevention Exercises - with lots of people running around quickly for no apparent reason, and with the added charm of neither side scoring any points for extended periods of time. I think a large part of its worldwide appeal is that it's relatively cheap to put on a match; I mean, what equipment do you need? A ball, a few whistles, and enough short pants to go around and you're all set.
