    Okay it was something like this. The money is put into the account for rent I believe. If you make x amount you start to lose money and may lose it all. But your money has to be auto deposit to be traceable. People receiving the benefit make sure they are receiving money outside trace-ability. By check, cash, anything but auto deposit.     It certainly sounds like a hypothetical theory and not a fact. I doubt your cab driver knew anyone in the test program. There are 4000 people in the test run.

    He may have suspected something, but that's hardly proof of anything.

    Its not not that I find a lot of things suspicious, it's that I have a hard time just trusting the word of a random cab driver making wild claims.

    Consolidating the welfare system into a single program where the money is distributed directly to the citizens is way too simple and efficient. Washington DC needs things to be complicated and wasteful. Back to the drawing board with you!
