    The government is the representative of the people (ideally).

    If you get a tax refund, is the check made out "from the people"?

    Its just arguing semantics to say the government doesn't fund research.

    We are talking about two different things about the internet. The government develops a system in case of a catastrophic breakdown of communications. It wasn't for what we have here.

    The internet we use was built with no government involvement except for IP addresses. Until that happened there was no internet for the public for general use.

    ARPAnet was shutdown in 1990. The commercial internet started in the late 1980's. It was the development of html that enabled general use. The WWW is not the internet, it is a part of it.

    The internet we use has no government involvement other than IP 's. We control that, and thus the net, by our Commerce Dept. It contracts to Network Solutions and they sell to to other ISP'S. Thet's the extent of the government involvement in the internet.

    Any one can set up an ISP and it doesn't cost much. It's hard to make a profit as a small ISP but it's doable. Anyone can set up a commercial web site for next to nothing. Success is another thing. I make a little money from my site but it only costs me 135 dollars a year to have it on the net. I spend a bit on advertising but I never intended to be Amazon. I sell something I do and there's a limit to that.

    Cell phones are regulated to a more or lesser extent by local laws but not by federal laws beyond bandwidth. That's not a big deal and certainly the government isn't regulating what the companies charge or anything else.

    Yes, it is arguing semantics. And given the importance that our own founders ascribed to the distinction between government and society, I would contend it's entirely appropriate to argue the semantics of it.
