Summary: No. Japan made no good faith effort to surrender prior to our use of two atomic weapons on two of their cities. It was only after the Russians destroyed the Japanese Kwantung Army that the Japanese chose to surrender.

In my opinion it is a shallow view of the facts. In the mid 1990s nearly all of the Magic Diplomatic Daily Summaries were declassified. They clearly show the Japanese were trying to make a separate peace with the Russians. They were trying to divide the allies one from another.
They changed their minds after the Japanese army in Manchuria was completely destroyed by the Russians.
