    Beats me. Every legislative session is a busy one. We should sunset laws.

    Many places do periodically review legislation, laws, bylaws etc to ensure that that they haven't become anachronistic. However, you would think that scandalous news would provoke a legislature to review something so obviously problematic - unless of course there are kickbacks to look the other way.

    I doubt there are kickbacks. It is a very old law. It may have made sense 80 years ago. Today it makes some sheriffs rich.

    Perhaps in the dirty thirties. Of course, back then, they weren't ordering premade food from factories. There was someone actually cooking the food.
