I think localities can produce everything they NEED , at least rural localities. Need being the key word. I understand comparative advantage but I also understand the cost of being dependent upon foreign imports . So why not import our wants , or long lasting quasi needs ( cars, computers) form within the country. ?
Food , energy, materials for shelter and clean water should all be available locally if the grid goes down.
