Interesting, the world socialist site @ https://www.wsws.org/en/articles/201.../pers-j21.html quotes it. This Canadian progressive site @ http://www.agoracosmopolitan.com/new...residency.html quotes it. Others.
All the same line: "Trump’s message was just the opposite: “We fear the world, but the whole world must be made to fear us.”"
Maybe they were "paraphrasing" him?

Uuuugh. That's the last time I trust the World Socialist Web Site for quotations! I got the line from an article of their's at the time. The context was:
Since the line had been placed in quotation marks, and seemed believably like something Trump would, in fact, say, I assumed it to be a literal excerpt from the speech rather than an ideological paraphrase. In a few cases, most famously Abraham Lincoln’s, the inaugural address has endured and become a political landmark. In the modern era, Franklin Roosevelt declared, in the midst of the Great Depression, that the American people had “nothing to fear but fear itself.”
Trump’s message was just the opposite: “We fear the world, but the whole world must be made to fear us.”
They're a pretty terrible news source anyway, I've found. Way too hyperbolic. Sorry about that.

Sorry @Chloe, my source proved to be unreliable! I clarified it above. I am not perfect.
Still not a big fan of the policy we're discussing though, or the mentality behind it, which you're right about.
