    New Jersey has a high population of illegals living there so while they may encourage this behavior, they also do not want them armed.

    Of course it's unconstitutional. SCOTUS doesn't like end around tricks. This would effectively eliminate the 2nd Amendment. You just don't try to be cute with them. Even the liberal Justices don't like it.

    The question is: what is the litmus test as to what would be considered excessive. Some people could make the argument that the $2 fee is excessive as opposed to some who might say that anything more then $2,000 is excessive. They'll have to find a happy medium I suppose.
