That shouldn't be for you to decide. The only thing government should have a role in is educating the public about the risks associated with tobacco use. Once informed, if an adult wants to smoke or chew or whatever 24 hours a day, that should be up to him and no one else.

Now be real. smoker stand a 30% chance of lung cancer. I smoked for 50 years and i took my chances. I'm part of a Medicare study where I get am MRI every three months and am definitely cancer free in my lungs.Still one chance in three is risky.

Well a smoker could get drunk and pass out with a lit cigarette in his mouth and burn down an apartment complex, an act the directly and negatively affects someone else. Perhaps a government ban on tobacco would prevent that.The line here is where it directly and negatively affects someone else.
