Neoconservatives were liberals who left the democratic party in disgust over the democratic party's reaction to the Vietnam War (turning against it). They retained many of their liberal ideas outside of foreign policy where they believe the US should spread democracy, by force if needed, in order to keep the US safe.
Today Neocons can be conservative in areas outside of foreign policy, but many of the elites are like the founders of the Neocon movement.
