Economic hegemony is the new imperialism.
Their only claim to fighting terrorism is having a few troops in Afghanistan. They are doing nothing about terrorism in Europe. Local law enforcement and military does that.

Russia can't afford the pensions of its current pensioners. Adding the Baltic States to Russia would bankrupt Russia.
Exactly and then they would have to maintain a strong military presence in every country. That alone would bankrupt them. Putin is all about restoring Russia as a powerful nation. Today that's about economic strength. It's about your currency being used for trade. With economic strength comes the money to fund a powerful military so that no one dares treat you like the ugly stepchild.

IOW NATO is a chimera. What is the real purpose of keeping allies armed to the teeth other than to be ready to follow the hegemon into military actions that serve special interests?

Their current purpose is to make defense contractors rich. Before a nation can be admitted their military must have NATO complaint military equipment. Just think of the money to be made.

Bingo and that's just the beginning. Then there are the global energy sector interests along with the World Bank and the IMF. As they say, follow the money. Behind every current military action, there is money to be made, regardless of the official reason for the mission OR they want to make sure that the aforementioned interests don't lose control of the golden goose.
