It is quite simple. The Constitution does not give the Executive branch any authority to create laws. When a president makes or modifies a law using an executive order the order is unconstitutional. Barack Hussein O rewrote ObamaCare laws repeatedly. He broke the Constitution.
It is not the number of EOs that is the problem. It is the unconstitutional content. Do you understand?

I know that's wrong, because courts will strike down unconstitutional EOs. They didn't. No Obama EOs were overturned on constitutional grounds. A few were overturned on technicalities, and some Bush-era EOs were overturned on constitutional grounds during Obama's term, but all of Obama's EOs passed constitutional muster with the courts.
So, what conspiracy theory will you invoke to explain that?
