Peter, you know better. Article V has been used for all of the Amendments to date, hasn't it? Has there been a single time when Article V presented the nation with a new Constitution to consider? In more than 200 years has it happened even once?

I said it could be done, not that is has ever been done. The original Convention wasn't authorized to write a Constitution. It was to make the Articles of Confederation a little stronger.

A lot of things have been proposed but if 38 states write a new one who is going to stop it from going into force? It was a thought not someone's plan.
