In Canada, Calgary and Vancouver were the best spots for the homeless, so they migrate out in that direction when they can. Part of it is also weather-related - warmer cities with more moderate climates are less likely to kill you if you don't have a place indoors to live. New York City in the winter can kill you, for example, whereas winter and summer in a place like San Fransisco are generally not warm or cold enough to kill you. I am not sure how they get there, but they do flock to cities with programs in preferable climates.

Calgary in Canada, for example, has the best programs for the homeless compared to other major cities (which helps mitigate the cold winters) so they end up getting a lot of homeless people from Ontario.

But essentially, more programs should help get people off the streets permanently, and not just offer temporary comforts like a bed and food. Those things are necessary, but it would be helpful if they provided free PO boxes to put on work applications as an address, or if they had a program to temporarily offer first and last month's rent (which most homeless people can't afford). Giving access to computers would be necessary for applying to jobs now since most applications are online (and not just attaching a resume, but filling out a detailed questionnaire). So forth. All of those things are extremely expensive, though, but most services offered do nothing to actually change the trajectory of most homeless people.
not all will take up that offer. They have to want to, need to.................if not, you'd be wasting taxpayer dollars.....but first let's free up the money by kicking the illegals to the curb, instead of raising taxes. Set up free medical clinics for just those people, feed them, show them you actually care what happens to them.

Oh, absolutely. There is a portion of the homeless population that is totally fine being homeless - that's a good point to bring up. Any type of program that provides more support for a long-term plan would have to account for sussing out people with no intention of ever coming off the streets.

There has always been homeless, and I suspect there will always be homeless. Many have mental problems, and that's a sad statement for Mankind. But not all have ended up there by choice. I saw an article years ago that looked hard at those who became homeless as a result of the housing bust. It wasn't but a year after that that many ended up in tent cities, another hidden disgrace.

I live in the SF area and would not live anywhere else in the USA. Breed has a very good idea as to the task she is undertaking being as she is a San Francisco native. She knows the ins and outs of homelessness and the how the VA cares less for the veterans on the street. I believe she will get them out and into temporary homes and medical care to fix their mental problems so they can get back into society as productive members.
So silly that you people talk and disgrace yourselves about something you have no idea about.

What if the City of San Francisco cut off all assistance to the homeless? Would they stick around or would they move on? You feed a cat once and he keeps coming back.

When you welcome anything with open arms, once you get it you realize what you did to yourselves.

SF made the homeless believe they could go anywhere they wanted and do whatever they wanted, now that they are doing just that, the city is feeling the effect

That is a pile of money that is doing nothing really, the problem is as bad or worse than it has been.

oh, bullsh!t!!!! You brought this problem onto yourselves by putting illegals first. Now you have two major problems. One does not have to be a native SF'er to know what is going on there.
Why did it take so long for y'all to smell the feces in the streets?

Many San Franciscans are accustomed to, and attracted to the source of feces... if you know what I mean.

For the most part the homeless live off garbage they find and charity food services. Everything they own is scrounged from refuse. There is no assistance to cut!
