So why doesn't electricity set off powder? It still isn't silly, IMHO.

The question isn't silly. You are right, from learning perspective, it is interesting. What is silly is thinking that is what happened in this particular instance. The video clearly shows the guy getting capped by the cops. How anyone could jump to the conclusion that he was somehow shot because the rounds in his magazine ignited because he was hit with a Taser makes no sense to me.
