So, if they are just making ends meet today and putting nothing away for tomorrow or if they are living on credit that they can't ever pay back, many will become the next generation of paupers who will ultimately need assistance to survive.

It has been said many times, by many people, that the current generation will be the first in a very long time who are likely to earn less than their parents (on a relative basis). What happens if the current generation doesn't care about repaying debts, but instead is willing to declare bankruptcy and having nothing worth repossessing, never satisfies their debts? What if they play the system, not marrying and incurring debts in one partner's name or the other, leaving one with credit? It's not like they believe that they will ever own anything.
I think that you are onto something. Because of how the Great Recession hit when it did, along with other factors, Millennials are way behind in achieving typical milestones in life such as starting a career, marriage, kids, a house, retirement savings, etc. I agree that many will have no moral issue with declaring bankruptcy to clear out debt. If enough people do it banks will tighten up lending practices.
