Mayors run cities and are responsible for local policing issues. All the cities you mention have Dem/Maoist mayors.
Congress is a federal office. Congress represent their districts on federal issues (taxes, federal programs etc.)

Taking Ohio as an example, why is it that Ohio’s gun violence is primarily in the largest Democrat-run city but the rest of the Republican areas are safe? We have massive gun ownership in my deep red county and no gun violence to speak of. In fact, if we get gun violence, frequently such gun violence comes from that Democrat stronghold.

The high-volume murder/crime areas tend to be located in gang infested sections of major urban areas. Predominantly controlled by Democrat Mayors. Just a fact.
The root causes of the high crime rates can be complex. Poverty, drugs, huge % of single mothers, etc forever.
But your effort to lay the fault of this particular issue on the GOP falls somewhere between "desperate" and just "lame".
