You're not going to explain the term, because it is obvious why you used it, it was an attempt to follow the same right wing talking point about the government having departments that they don't think are necessary. That's how much a partisan you are, in a question that was not political in nature, you couldn't even shelve your partisanship in your response.

Two times in the past, one in the AF during and after Vietnam, two tours, the other training for a position I decided not to take. After the AF I really didn't want to work for the government.
Have had friends that worked for government. One quit because he couldn't get anything done or it would make others look bad, the other works at the VA and the only way (before Trump) you could get fired was if you became a whistle-blower.
