The first part of this quote seems completely wrong to me. It's even harder to grow an economy with an expanding population of unskilled workers collecting benefits.

Bloody but appropriate.

It could work if it was limitied to those who already pay income tax.

True. It's hard to envision the politicians voting for something that would hurt their reelection chances, even though it would be better for the country.
