Moldova's parliament has voted to make chemical castration compulsory for those convicted of violently abusing children under 15.

The new law states that both Moldovans and foreigners convicted of violent paedophile offences will be chemically castrated.

Rapists will also face castration, to be decided on a case by case basis.

Many Moldovans believe their country has become a destination for international sex tourists, AP reports.

Five of the nine people convicted for child sex offences in Moldova in the past two years have been foreigners, the agency says.

Unique Swedish study tests drugs to prevent child sex abuse
May 8, 2016 - "No one would choose this, it's obvious," said Anders who has unwanted sexual thoughts about children.


He is at the forefront of a unique scientific study under way in Sweden to see if drugs can prevent paedophiles from acting on their urges. Anders, who agreed to be interviewed using a pseudonym, says he has never abused children but sought help because he knew his sexual fantasies were "not normal". He hopes the ground-breaking trial will halt his "improper" urges.

At Stockholm's Karolinska Institute, patients like Anders who have sought help for paedophile fantasies, but have not acted on them, are being given a drug normally used to treat advanced prostate cancer to determine if it reduces the risk of them sexually abusing a child. "The goal is to establish a preventive treatment programme for men with paedophiliac disorder that is both effective and tolerable so that we can prevent child sexual abuse from happening in the first place," psychiatrist and lead researcher Christoffer Rahm told AFP. Various types of chemical castration are used around the world on paedophiles convicted of actual sex offences, but the treatment is not used preventively.

"What we introduce with this study is a way of shifting perspective from being reactive to proactive," Rahm said. Clinical studies on paedophiles are also rare, because of ethical issues and difficulties gathering data. Conducting research where patients risk harming a third party requires special cooperation with legal and child welfare experts, Rahm said. In the clinical trial, half of the 60 subjects receive an injection of the drug Degarelix and the other half get a "dummy" drug, or placebo. Subjects who receive Degarelix will have non-detectable levels of testosterone after three days, an effect that lasts about three months.

Testosterone is involved in several of the most important risk factors for committing child sex abuse, including high sexual arousal, diminished self-control and low empathy, Rahm said. Anders does not know if he has received the real drug or the placebo, and will only find out when the study is completed in two to three years. "I have noticed that my sex drive has been sinking lately but I don't know if it's attributable to the medicine," Anders says. Subjects will also undergo brain scans using magnetic resonance imaging (MRI) while they are looking at computer-generated pictures of partially-clothed people of all ages, to see how different areas of their brains react.

Canada enacts internet ban for sex offenders
July 21, 2016 • Canada's Supreme Court acted to protect children in the fast-growing world of cyberspace, enabling judges to prohibit those convicted of sexual offenses against minors from using the internet.


"The record demonstrates that the internet is increasingly being used to sexually offend against young people and that sex offenders who target children are more likely to re-offend," Justice Andromache Karakatsanis wrote for the majority in a hundred-page ruling. The case concerned incest and child pornography. The accused man, sentenced to nine years in prison in 2013 by a court in British Columbia, had abused his daughter between 2008 and 2011.

In addition to upholding his prison sentence, the court prohibited him from accessing the internet, retroactively applying a provision to the criminal code added after the offenses took place. The country's previous Conservative government introduced a provision in its Safe Streets and Communities Act of 2012 prohibiting internet use for sex offenders.

In its seven-to-two ruling, the court banned internet access to anyone convicted of sexual offenses against minors before 2012 -- rejecting the constitutional principle guiding courts to impose lesser punishments if the criminal code is changed between the time offenses are committed and sentencing is carried out. "The rate of technological change over the past decade has fundamentally altered the social context in which sexual crimes can occur," the ruling said, adding that "monitoring an offender's use of the internet can limit an offender's opportunities to offend and prevent this harmful behavior."

Tue, 18 Oct 2016 - Indonesia could "wipe out" paedophilia with its new policy of chemical castration, President Joko Widodo tells the BBC.


He said Indonesia respected human rights but there would be "no compromise" when it came to punishing such sexual crimes. Indonesia passed controversial laws earlier this month authorising chemical castration for paedophiles. The laws were subject to fierce debate in parliament. "Our constitution respects human rights, but when it comes to sexual crimes there is no compromise," President Widodo said. "We are strong and we will be very firm. We will hand out the maximum penalty for sexual crimes."[ He added: "In my opinion… chemical castration, if we enforce it consistently, will reduce sex crimes and wipe them out over time."

In a wide-ranging interview with the BBC's Yalda Hakim, President Widodo - also known as Jokowi - discussed topics including the South China Sea, corruption, a recent tax amnesty and the government's stance on homosexuality. Earlier this month, an advert for a new youth ambassador position stipulated that members of the lesbian, gay, bisexual and transgender (LGBT) community need not apply. The government advert said the post was only open to applicants not involved in "sexually deviant behaviour". President Widodo said there was no discrimination against minorities, but he added: "We are the world's largest Muslim nation and we have religious norms. You have to remember that and know that. We have social norms."

On the subject of the ongoing maritime rights dispute in the South China Sea, Mr Widodo defended Indonesia's stepped-up military presence around the Natuna Islands. He said the Indonesian military was acting to stop illegal fishing in the area. "This is our natural resources, this is Indonesian wealth. So from now on illegal fishing vessels cannot play around with us," he said. "The second thing is Natuna is our territory. Natuna is in Indonesia. So if we want to do military operations, war games, then it's our right. In terms of sovereignty I will never compromise."
