WASHINGTON (AP) — Ending weeks of political brinkmanship, Congress finessed a dispute over disaster aid Monday night and advanced legislation to avoid a partial government shutdown only days away.

The breakthrough came hours after the Federal Emergency Management Agency indicated it had enough money for disaster relief efforts through Friday. That disclosure allowed lawmakers to jettison a $1 billion replenishment that had been included in the measure — and to crack the gridlock it had caused.

The Democratic-controlled Senate approved the measure on a bipartisan vote of 79-12, sending it to the Republican-controlled House for a final sign-off.

"It's a win for everyone," declared Reid, who had spent much of the past few weeks accusing Republicans of choosing to heed the wishes of tea party adherents rather than the needs of their own constituents battered by acts of nature.
Senate Republican leader Mitch McConnell of Kentucky said it was a "reasonable way to keep the government operational."
But he got in a final jab at Democrats, noting that the disaster funds sought by the Obama administration and its allies in Congress were now known to be unneeded.

Because the House is on a one-week break, it was not immediately clear how the legislation would be cleared for President Barack Obama's signature.

Among the options are passage of a temporary funding measure, to be passed in a brief session of the House planned for Thursday, that would keep government agencies in funds until lawmakers return on Oct. 4. The Senate approved the bill without objections.

Either way, the agreement assures funding until Nov. 18.....snip~

All due to FEMA finagling numbers????? Miracuously they found that disater relief money that was not used up. Oh thats a good one. So a big lump sum of money was sitting somewhere. Wonder which party was making the most off that shit. Yet Reid was like this was the answer. This bullshit that these guys are the top dogs is just that.....bullshit. Cream of the crop all that means is all the sheep are involved.

Now these Politicians will play the game next month. When will someone stand up there and lay into these guys asses. I mean we need people to get up there and outright call them liars in front of Nation-Wide and World-Wide Television Coverage. We must stop the lieing to the people when it comes to this type of legislation.

First both have known that they needed to balance the budget. It is Congress' responsibility to make sure they keep the government up and running. Yet they pass the buck for a few monthly stop-gap measures. Scamming the money they were looking to pocket. Then tell the American people how they came together to get this done. Yet they have not solved any problem concerning a shut down from the government.

You are right MMC:

Two questions -

1) Where did they suddenly find the money to run disaster relief? It just showed up on the books?
2) They say they have enough money to run disaster relief through Friday...what about next Monday? Are they then closed? Will they do a separate bill for disaster relief? If it was such a big deal that it was holding up passage how does a couple of days make any difference?

Nope next Week will be the start of the new Fiscal year. So if the house approves. They will get 2.4 billion or something like that. At least thats what they are saying now. But as usual the House is off on another vacation for a week. >:(

If Government Shuts Down, 'No One Gets Paid,' DoD Comptroller Says
7 Dec 2017 - All military personnel, including troops in Iraq, Syria and Afghanistan, would go without pay in the event of a government shutdown due to the perennial failure of Congress to enact a budget on time, the Pentagon's comptroller said Thursday.


"No one gets paid" stateside and in war zones under a shutdown, Comptroller David Norquist said at a Pentagon news conference. "Payment will not be made until the shutdown is over." The same goes for hundreds of thousands of Defense Department civilians, Norquist said. Most would be furloughed with the exception of those considered vital for national security. While the House on Thursday passed another short-term resolution, even if the Senate follows suit, the chambers will have to do the same thing again in two weeks A day ago, President Donald Trump warned that a shutdown "could happen." He blamed Democrats for failing to compromise on immigration. He said Democrats want "illegal immigrants pouring into our country, bringing with them crime, tremendous amounts of crime."


A shutdown would be the worst-case scenario for national defense but another continuing resolution also would impact readiness, according to Norquist and Dana White, the Pentagon's chief spokesperson. "I can't emphasize enough how destructive a shutdown would be," Norquist said. White noted the Pentagon has operated under stopgap measures for the last nine years -- for a total of 1,081 days -- in ways that delayed vital programs and disrupted planning. National security demanded a "robust and predictable" budget process, she said.

However, the budget process often is driven more by the politics of the moment rather than the long-term interests of the nation. White House Press Secretary Sarah Huckabee Sanders said Thursday Democrats were to blame for the continuing resolutions and the threat of a shutdown. She urged them "not to hold this bill hostage." House and Senate Democrats have been pressing for more spending on health care, infrastructure and other domestic programs to match increases Republicans want for defense.


Although a shutdown on Friday appeared unlikely, Norquist said department contingency plans call for sending out hundreds of thousands of notices to those would be impacted. He also said even a two-week continuing resolution would have a negative effect on the Pentagon. Norquist cited the additional funding for munitions requested by all combatant commands that was included in the proposed fiscal 2018 budget. "A CR says 'Stop, wait, don't award that contract,'" Norquest said. The result would be a delay "in meeting the requirements of combatant commanders," he said.

Let em do that. Let em piss off the military. That could come in handy some day. Somehow though congressional salaries will be paid right? Simple soultion. If the troops don't get paid, NO federal employees get paid!

U.S. government shutdown begins as spending bill fails in Senate
January 19, 2018 | WASHINGTON (Reuters) - The U.S. government officially shut down at midnight on Friday after Democrats and Republicans failed to reach a last-minute deal to fund its operations, divided in a bitter dispute over immigration and border security.


In a dramatic late-night session, senators blocked a bill to extend government funding through Feb. 16. The bill needed 60 votes in the 100-member Senate but fell short with only 50 supporting it. Most Democrats opposed the bill because their efforts to include protections for hundreds of thousands for the young immigrants known as Dreamers failed. Huddled negotiations by Senate majority leader Mitch McConnell and Senate Democratic leader Chuck Schumer in the last minutes before midnight were unsuccessful, and the U.S. government technically ran out of money at midnight. The shutdown formally began on Saturday, the first anniversary of President Donald Trump’s inauguration.

Trump’s administration immediately sought to blame Democrats. “Tonight, they put politics above our national security, military families, vulnerable children, and our country’s ability to serve all Americans,” the White House said in a statement. The Trump administration said it would not discuss immigration until the government is up and running again. “When Democrats start paying our armed forces and first responders, we will reopen negotiations on immigration reform,” the statement said. Until a funding deal is worked out, scores of federal agencies across the country will be unable to operate, and hundreds of thousands of “non-essential” federal workers will be put on temporary unpaid leave.

The Republican-controlled House of Representatives passed a stopgap funding measure on Thursday. But Republicans then needed the support of at least 10 Democrats to pass the bill in the Senate. While five Democrats ended up voting for the measure, five Republicans voted against it. Democratic leaders demanded that the measure include protections from deportation for about 700,000 undocumented immigrants known as Dreamers who arrived in the United States as children. Republicans refused to include those protections, and neither side was willing to back down. McConnell and Schumer insisted they were still committed to finding an agreement that restores government funding as soon as possible.

Trump, who had made strict measures on immigration a cornerstone of his presidential campaign, last week rejected a bipartisan proposal, saying he wanted to include any deal for Dreamers in a bigger legislative package that also boosts funding for a border wall and tighter security at the U.S. border with Mexico. In a shutdown, “essential” employees who deal with public safety and national security would keep working. That includes more than 1.3 million people on active duty in the military who would be required to work but would not be paid until funding is renewed.
