BAGHDAD (AP) — A U.S. State Department program to train Iraqi police lacks focus, could become a "bottomless pit" of American money and may not even be wanted by the Iraqi department it's supposed to help, reports released Monday by a U.S. government watchdog show.

The findings by the U.S. Special Inspector General for Iraq Reconstruction paint what is supposed to be the State Department's flagship program in Iraq in a harsh light.
The report comes at a crucial time for the State Department as it assumes sole responsibility for securing U.S.-Iraqi ties as American forces leave by the end of this year.

Only a small portion — about 12 percent — of the millions of dollars budgeted will actually go to helping the Iraqi police, the report said. The "vast preponderance of money" will pay for security and other items like living quarters for the people doing the training, the review found.
The audit also said that although the State Department has known since 2009 it would be taking over the training program, it failed to develop a comprehensive and detailed plan for the training.

"Without specific goals, objectives and performance measures, the PDP (Police Development Program) could become a 'bottomless pit' for U.S. dollars intended for mentoring, advising and training the Iraqi police forces," the report stated.

In 2009, the State Department agency in charge of the training, the Bureau of International Narcotics and Law Enforcement Affairs, estimated it would cost about $721 million to pay for a program with 350 police advisers. That averaged out to about $2.1 million per adviser, said SIGIR.

But in December 2010, the program was downsized to 190 advisers while costs had increased, the report stated. According to SIGIR calculations, the average cost per adviser jumped to $6.2 million per year.
The inspector general said the State Department did not fully cooperate with their audit.

"There were delays in gaining access to key officials and in obtaining documents. Moreover, the documents provided were incomplete," the audit read. One meeting in May was canceled an hour before it was to start because State Department officials needed additional "Department guidance," SIGIR wrote.

The fact that Iraq still does not have a permanent in interior minister has hampered efforts to come up with an agreement on implementing the training program, Brownfield wrote. But he said the MOI was committed to the program. He also wrote that the State Department hoped to reduce costs in the coming years and to hire more Iraqi support employees.....snip~

Does anyone think this reflects well on Clinton. Since 2009 they have known. Why the increase in money for the trainers. 6.2 Million to train the Iraqi's on how to be cops??? Clinton not working with IGO's Office. Now I wonder why that it is. Moreover no comprhensive and detailed plan. Moreover no overcite. I am sure we could find some out of work cops that would be willing to teach the Iraqi's and do it for like 50k a year. Course all expenses paid and housing for the trainers.

Not more than a week ago Clinton was harping all on the Iraqi's to make some decisions and she was for keeping troops in Iraq. This week she is all happy that the War is over. Talking about how the Iraqi's do not want us there. Yet she cannot stay within fiscal budget and nor has she tried. Plus increases the costs for those same advisers. Also what they are not saying is Iraq wants Americans to be held for War Crimes.

So from 2009 the costs Doubled. Thats Under Obama and Clinton. Clintons Dept also handles all the money for those NFP's and NGO's. Seems once again the Dems play that game. We are cutting government, by going with less employees. Yet we are doubling the amount of what the initial cost was from the beginning. We all know whats coming now. Next they will tell us how we will save money in Ten years as long as you give them the hamburger today. Just like picking Clinton for the spot has lead to all these extra Special Envoys which were not needed if you had a S.O.S. doing their job from the start.

As wasteful as that program is it is just one of many imo. We've had crates of cash vanish with no explanation. On and on it goes. It reflects badly on Clinton and the rest of two presidential administrations. Iraq has their own money they can spend it how they see fit and they still have most of the remaining oil left on the planet. There is no need for us to be spending still more money over there when Saddam is long since dead and gone.

There is no need for us to be spending still more money over there when Saddam is long since dead and gone.


Canada has the second largest reserves in the World.....we import most of our Oil from Canada. So you tell me brutha whats the big Oil game in the Middle East all about? Not to mention now they have discovered that gigantic patch of it under the North Sea. Which the Russians-Rosneft and BP are already making moves for permits and wells.

One other thing is this goes back to 2009. So money and numbers not accurate since Obama took over. Plus Karzai in Afghanistan stealing millions of cold hard cash. All under the Dems so called watchful eyes, and their double talking asses.

A lot of Canada's oil is no good because it is in sands and can't be extracted efficiently. Some of it can, but not all.

Might as well secure the whole Continent. Easier Border to defend. Plus we can follow he pattern of being lazy Americans and just have the Mexicans and the Canadians do all the fighting. Got to keep those population numbers in check. ;) :D ;D
