OK, so let's say that sort of thing--the breakdown of society--is the root cause and then that progressive policies foster it.

They do but conservatives put too much emphasis on it at the expense of the factors that conservatives should be particularly interested in. It appears to me that their primary if not exclusive concerns are market economics and the curtailment the welfare state. They've surrendered on everything else.
