You're correct, it isn't. But, the OP didn't ask about that. It simply asked whether people who abuse animals should be slaughtered. It broaches personal ethical feelings, not the law.
I live in a Castle Doctrine state, so (presumably) if someone comes on my property and is attempting to kill one of my dogs, I can use deadly force to protect them. Because of the value of my dogs, killing one would be a felony, not a misdemeanor. I can use deadly force to prevent a felony on my property.
