Education provided by our governments* is, I should think, simply government responding to the needs of the people. That is, when all's said and done, what government's all about; collectively attending to the needs of the people. Your observation about the framers of the Constitution of the United States of America is correct. There is much that they would not have been able to anticipate. The amendment process and also of great importance, case law, 'fit' the basic document to changing times and changing social mores.

Actually, it’s not a new idea. Courses in “civics” were routinely taught in American schools back when there were still enough patriotic Americans in charge to understand that teaching the next generation about our system of government and its virtues was critical to preserving our culture. It wasn’t until anti-Americanism came into vogue in the 1960s that civics was replaced with “social studies” by progressives.

When I think of the status of our schools today, then I remember this testimony by a young woman that graduated High School, in Florida and was accepted and ready to start college.
