Australia is Americas strangest ally - not just as far as supporting US military decisions but also at UN - lobbying nations to support US politically. Maybe that is it.

Putin is just hiding behind their new master named China. He sees a new opportunity to stir things up behind the real tension which is with China. It appears that Russia wants to stay visible but knows they have dropped to number three as a military power.
