They do need to be much tougher on riots.
The big concern are protests and public perception. This is how protests are used by the left: ~90% of the protesters are there because they believe in the cause and intend to be peaceful. ~8% are agitators meant to rile up the 90% and increase tensions. ~2% are leaders and will attempt to provoke the police with the hopes of having some of the 90% hurt by the police (video being taken by some of the 8%). For example one of the 2% will throw a rock or bottle with urine in it at the police from behind some of the 90%, and slip away as the police retaliate against the peaceful protesters. Event is put on the Internet and police look bad. Tensions rise.
So police need to counter this. Use undercover police in the crowd to identify the 2% for exfill and arrest (or if warranted, targeted for snipers). Then move onto the 8% for exfill and arrest.
Once the sun goes down the rioters move in. The police need to be brutal with them. Winter time is easy- water cannons. But now we also have two new active denial non-lethal systems, one sonic and one heat-ray.

I like the new Trump admin tactic of declaring these places anarchy zones. Attached to that should be a suspension of federal funds to these zones for the time period they allow anarchy to rein. And no federal funds will be used ever to rebuild an anarchy zone. If the local government willingly allowed anarchy, it is a local problem to fix.
