I have an answer for that. Mandatory sterilization to go with an abortion. Also make the parents pay money to the govt instead of recieve money from the govt when they have over 3.

First two/ freebie. We give they take.
3rd one/ neutral. We dont give they dont have to pay us
4th and above./ They pay the govt
