How could it when slavery ended in the US Dec. 18, 1865, the 13th Amendment. Southern industrialization didn't come along till WWII.

I think the economy began to transform during Reconstruction but, yeah, there was a "second wave" during WW2. Some say the south never fully recovered from the devastation of the Civil War until WW2.
