If the children cannot be made to control themselves and not make the adults around them miserable, yes I do. Should the children become too much of a problem after the plane is in the air, let it land at the nearest airport, remove the offending family and bill them for the added cost of the stop. Airline pilots are empowered by the FAA to remove a passenger for reasons of safety, and a screaming, out of control child distracting the flight crew from doing their jobs qualifies as a safety concern in my book.
