Several western countries have strict regulations for home grown products yet seem to give China a pass on pesticides/sewage etc. Why is that?

Got home, called a girlfriend to tell her about the sale, cause I knew she liked salmon too. She bought some, brought it home, and found something really important in small print on the back side. "Packaged in China". WTH?! They caught it in Alaska, and then sent it to China to be cleaned, cut and packaged??????????????
US grown chickens are often sent to China to be processed.
They read as ":raise in the USA" and the specific "raised in" notation is the best clue that they were processed in China.

Ridiculous. Are they sent alive or dead?
