Yea. What has that to do with "booting" anyone out of Congress. Go back to comic books. They have drawings and stuff.

Not really. Congress is not needed to count delegates. Take the basic concept of I walk through the door and claim I am the EC delegate from PA and I voted for Hitler. They are not going to accept me. They are there to validate that the delegates represent the Legislature of those states.
