They knew her name so they knew they were facing someone with problems.
I have to question the wisdom of restricting the power used in the tasers. Over and over we see them not having enough of an impact to stop a person when they do hit their target.

The problem with police work is you can never predict when irrational threatening behavior will happen. Look at DUI guy in Atlanta Georgia who seemed fine until the cuffs were being put on.
And why is being mentally disturbed an excuse for police putting themselves in excessive danger? I agree they should consider the situation but that must have limits.
