What exactly are the rules of 'first country Asylum" Does it dictated that it'd be a neighboring country.. Doesn't seem like there's a single country that operates under such rules. European countries got flooded with migrants and countries like Italy had asked countries to the north to take some pressure off by taking in some of the refugees in the Syria fiasco but no mention ever of Trukey having to bore the responsibility as the neighbor or anything like that.
