    This clause?

    To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;
    I have never researched what the Founders meant by that, but it is certainly something that could be clarified if we amended article 1 sec. 8 to modernize it for what we need the federal government to do (and what we do not need the federal government to do).
