I don’t think he admitted to lying. He admitted to being wrong. As new info was gained his understanding of the situation evolved.

He is not much of an expert if he tells us he was wrong but then tells us he wanted us to save them for just the medical staff later.

We call that a lie no matter which way you try to spin it.
