There is apparently a grandfather in the home, but it doesn't seem like he was fulfilling that paternal role. Whether the 21-year-old was a big brother-like figure or a father figure, I can't say, but there is something clearly wrong when a 13-year-old isn't even reported as missing by his mother after 3 days. If parents aren't teaching their children, you can be sure that someone else is.
