No, period. It's never been considered court packing. Attempting to add Justices to the court beyond the traditional nine, is the definition of "court packing". Were you seriously unaware of this? Wow.

Replacing members is not court packing. Please try to consider the meaning of phrases before you misuse them.
All justices should be conservative, if you mean, as I do, the justices should conserve the original meaning and intention of the Constitution.
Anything less is imperfect and tilts toward tyranny.
