The mod who received that request should have denied it.

Thread bans are interesting, given that the OP can request one for virtually any reason--or no reason--on a tPF thread.
It might be more interesting if the banner and the bannee had to get in a ring and spar a bit. Maybe the banner should have to write an explanation, such as "I requested a ban of so and so because they made me sad," or something. That way we'd know why it happened.
