    Whose rights were infringed? And even if they were, what gives the federal government the authority to dictate police procedure to local law enforcement? I could see if they said certain tactics were not to be used on peaceful protesters, but certainly not rioters.

    That's what they said: Peaceful Protestors. The Federal Courts get the authority through the 14th Amendment, IIRC.

    I see that now. Actually, the OP says "nonviolent protestors". I have a hard time believing police used such tactics on peaceful protesters to begin with.
