An announcement is simply that - a providing of new, important and/or useful information. In most cases, it - whatever it is - can be discussed in the open forum on other threads.

There is no problem with open discussion if you so choose; in this case it is a "closed thread" because it was posted as an announcement. Normally most announcement threads of that type are closed after the announcement is made. You are however, certainly allowed to start a new thread under the proper forum if you so choose.

It's generally always been that way, announcements are locked, except announcement of mod new and retiring, new rooms being added.
